The Belo Monte Social Communication Program aims to ensure continuous, transparent, and accessible dialogue with the communities impacted by the project. To this end, Norte Energia adopts communication and engagement strategies that promote active participation by the population, aligning its social and environmental actions with local needs. This process strengthens the Company’s relationship with surrounding communities, ensuring open and collaborative interaction throughout the plant’s operation.

Local development programs
In addition to the framework of social and environmental programs aimed at mitigating impacts on the ecosystems and affected communities, Norte Energia highlights sustainability projects that foster the development of municipalities and communities in the region, including indigenous peoples, fishermen and riverside dwellers, and enhance the positive results achieved through the actions provided for in environmental licensing. Two of the main social and environmental sustainability initiatives are the Belo Monte Empreende (Undertake) Program and the Belo Monte Comunidade (Community) Program.
Belo Monte Empreende Program
We encourage sustainable entrepreneurship in the region through initiatives such as the Belo Monte Empreende Program, carried out in partnership with the Amazon Entrepreneurship Center. The program trained local entrepreneurs to develop innovative and sustainable businesses, addressing areas such as accounting, finance, legal, marketing, management, production, sales and sustainability.
With more than 500 hours of training, the acceleration stage was completed in 2024 and resulted in the II Xingu Sustainable Business Fair, held in December, bringing together 14 teams that participated in all phases of the program.

Belo Monte Comunidade (BMC) Program
The Belo Monte Comunidade Program is Norte Energia’s main social responsibility initiative in the area of influence of the Belo Monte HP Complex. Through this program, the Company is transforming lives in the Xingu area, expanding its role beyond energy generation. Investments are directed to projects that promote:
- Citizenship;
- Preventive health;
- Environmental education;
- Art and culture;
- Sports and inclusion;
- Digital training;
- Job and income generation; and
- Volunteering.
Developed in partnership with the government, associations, cooperatives, institutes, the S-system, universities, and other companies, the BMC integrates actions such as:
- Permear Project – Aimed at training municipal school teachers in ethnic-racial themes, with an emphasis on Indigenous History and Culture. Implemented in 2023, the project included a meeting with the Municipal Department of Education of Altamira, with the objective of monitoring the impact and challenges of implementing Law No. 11645/2018, which makes the teaching of Indigenous and Afro-Brazilian History and Culture mandatory in elementary education;
- Social Soccer – In partnership with the Industry’s Social Service (Sesi), the BMC Social Soccer project served, in 2024, more than 900 children and adolescents aged 7 to 17 from the five new districts of Altamira and the communities of Belo Monte (Vitória do Xingu), Belo Monte do Pontal (Anapu), Vila da Ressaca and Ilha da Fazenda (Senador José Porfírio). In August 2024, the Tavaquara district, also built by Norte Energia, was added to the project, including indigenous and riverside children. Classes took place twice a week, outside of school hours, focusing on developing sports skills and values such as discipline and leadership;
- Encantos do Xingu Project (PEXIN) – Developed with children and young people living along the riverbanks of the Xingu reservoir region, it promoted artistic activities, such as singing, flute and visual art workshops;
- Professional Training and Qualification – Aimed at the region’s population, the program offers professional training courses for urban and rural, indigenous and riverside communities. The carpentry and accounting assistant courses stand out, the latter entirely aimed at women, in partnership with the National Service for Industrial Training (Senai). With Sebrae and ALI Rural, a stingless bee breeding training course was held with riverside communities known as Ilha do Pedrão, Palhal (in Altamira) and Paratizão (in Vitória do Xingu), culminating in the 1st Bee Day Fair in Altamira, with a focus on conservation, environmental education and sustainable agricultural production.
